This is related to certain surgeons signing up to agreed fee schedules. Patients have an expectation that their Insurance will allow them to see a specialist for their knee problems. Most patients are referred from their general practitioner who has local knowledge of individual consultants areas of expertise. They have a right to see a specialist of their choice.
